They capture 118 generators of violence in CDMX

Appearing before the capital’s Congress, the Secretary of Citizen Security (SSC) of Mexico City, Omar Hamid García Harfuch, said that from October 2019 to July 31 of this year, 2,649 alleged criminals have been detained, including 118 considered criminals. priority targets belonging to different criminal groups linked to homicides, kidnappings and extortions.

In his initial speech, the Secretary of Citizen Security, assured that, with the implementation of a new security model, based on intelligence work, investigation, social proximity and closeness with the citizenry, a 48.8% decrease in high-impact crimes, when comparing figures from January to September 2022 in relation to the same period in 2019.

“We are building a safe city from a comprehensive perspective that, in addition to preventing and containing the criminal phenomenon, addresses the causes that generate violence and crime.

“We aspire to build, with the participation of the public, social and private sectors, as well as the intervention of citizens, a human security model that attends to and protects people from critical and generalized threats in their daily lives” , he claimed.

Perception of insecurity

In reference to the citizen perception of insecurity, he pointed out that according to the National Urban Public Security Survey, published by Inegi, this indicator is at its lowest level for 8 years, going from 92.3% in the first quarter of 2018 to 60% in the third quarter of 2022, down nearly 32 percentage points, making it lower than the national average of 64.4 percent.

He assured that at the beginning of the current administration, the capital was going through a very complex situation, derived from the presence of criminal groups and cells that maintained a dispute over territorial control, with historical levels of violence —homicides, kidnappings, extortions and robberies in different modalities—so that as of October 2019 a new citizen security strategy was implemented.

“The implementation of the strategy allowed us to move from an exclusively preventive and reactive scheme to a proactive, dynamic and close to the people citizen security model, based on intelligence work and crime investigation,” he said.

He highlighted the incorporation to the Secretariat of 530 new people with researcher and analyst profiles; as well as the admission between 2020 and 2022 of 3,900 police officers graduated from the Police University; an annual increase of more than 9% in police salaries, for a total increase of 45% in their perceptions in four years; as well as the organization and operation of the local Penitentiary Centers, in which 528 people were certified as prison guards.

In this area, the local secretary said that there is a policy of “zero tolerance” in acts of corruption and police abuse.

“We are not saying that they no longer occur,” he said, but to date 312 active elements have been captured, of which 176 were in flagrante delicto and in 136 cases arrest warrants were served.
