Cancun, QRoo.- The Congress of Quintana Roo approved the constitutional reform proposed by Governor Mara Lezama Espinosa, which eliminates locks in the reduction of budgets of the autonomous bodies and the Legislative and Judicial powers.
The initiative was read in the first plenary session of this day, later analyzed and ruled on by the Finance, Budget and Account Commission chaired by the deputy from Cozumel Renán Sánchez Tajonar, to then be submitted to the Plenary for consideration in the ordinary session number 26 .
In this sense, the legislator explained that the reform seeks to make spending efficient, to generate savings that can be used for the well-being and development of the people of Quintana Roo.
After a debate with pronouncements in favor and against the proposal, the opinion was approved by a majority with 23 votes in favor and 2 against, deputies Cinthya Millán Estrella of the PAN and Maritza Basurto of Movimiento Ciudadano. The constitutional bill was transferred by the Board of Directors to the eleven municipalities of the state, to continue with the corresponding legislative process.
Governor Mara Lezama herself explained in a message through social networks that she does not seek in any way to weaken any autonomous body or any power “on the contrary, it is intended to save and make the management of public resources more efficient and allocate them where they are most needed.” people need, to attend to what the new Agreement for Well-being and Development requires the most”.
“This agreement that we are building together marks a profound change, a transformation in the application and destination of public spending and demands above all to eliminate any type of privilege among public servants,” added Lezama Espinosa.
Among the autonomous bodies whose budget may be adjusted downward in 2023 with the new reform are the State Attorney General’s Office, the State Human Rights Commission, the Institute for Access to Information and Protection of Personal Data , the Electoral Court of Quintana Roo (Teqroo) and the Court of Administrative Justice.
According to data from the Ministry of Finance and Planning (Sefiplan), the highest spending recorded between 2017 and 2022 for state finances corresponds to autonomous organizations, since their spending increased by 60%, which is equivalent to an additional 1,599 million pesos in five years.
This after that since 2016, under the government of Roberto Borge Angulo, the law was modified to establish that the budget of the Legislative and Judicial powers, as well as of the autonomous bodies of the state government, can never be less than that exercised in the previous fiscal year.
