The National Human Rights Commission (CNDH) issued recommendations against the Army and the Navy for the illegitimate use of force in Baja California and a disappearance and execution of a person in Guerrero.

The first file, with page 82VG/2022, is addressed to the head of the National Defense Secretariat (Sedena), Luis Cresencio Sandoval González, derived from events that occurred on August 14, 2020.

According to the CNDH, elements of the Army’s 34th Battalion pursued with weapons a person who was riding a motorcycle in Coyuca de Catalán, Guerrero, according to witnesses.

After the pursuit, it was detailed, shots were heard. Moments later, Sedena personnel were observed aboard the motorcycle that the victim was driving and the victim was sitting in the back of a military truck with her face covered. The victim’s body was later found, charred, by a peasant.

In the case of the Navy, the events arose on March 28 when the media reported the use of weapons against fishermen by sailors.

As a result of this, a person “presented traumatic injuries produced by projectiles penetrating the skull and perforating projectiles in the left forearm and right leg, as well as conditions of bone fractures with a permanent limitation for life functions,” indicated the CNDH. Both institutions were asked to proceed with comprehensive reparation for the damage of the direct and indirect victims.

The body that guarantees fundamental rights also asked the Navy to give a training course on the Use of Force Manual and the National Security Law on the Use of Force, “especially the legitimate use of firearms.” , addressed to the four members of the Navy and other personnel assigned to the corresponding naval sector”.

While the Sedena was requested to collaborate with the Guerrero prosecutor’s office to identify the military elements that ordered and participated in the forced disappearance and deprivation of the victim’s life.
