They release more than 4,200 inmates from prisons in five months

The federal government announced that more than 4,000 inmates were released in the country, with measures such as amnesty or pre-releases.

According to what was reported by the Secretary of Security and Citizen Protection, Rosa Icela Rodríguez, during the morning conference at the National Palace, in five months, 4,340 Persons Deprived of Liberty (PPL) were pre-released in advance or by amnesty.

He stressed that through these programs justice has been done to women and men who, due to lack of economic resources, did not have adequate legal defense.

Among the people released early are also older adults, seriously ill or terminally ill, indigenous people; foreigners, victims of torture or discrimination, and those who spent years in prison without sentencing.

Specifically, the federal official explained that from July to date, 4,120 pre-release benefits and 220 through amnesty were granted.

Cases of the last month

“From November 21 of this year to December 28 (…) 692 people who remained in a penitentiary center have been released during this period; 662 were pre-liberations and 30 amnesties ”, he highlighted.

In the case of pre-releases, 189 were said to be women; 172 older adults; 343 with chronic degenerative diseases; 77 indigenous; 21 foreigners and 3,318 met the legal requirements to be released early.

Meanwhile, through the Amnesty law that, among other things, was approved as an urgent measure to depressurize prisons due to the arrival of Covid-19, to date, it has benefited only 220 people, of whom, 174 were released due to lack of financial resources; 22 because of their indigenous status; seven for suffering from a permanent disability; seven for being victims of intimidation; two for being victims of discrimination; three for other reasons, plus five women for various reasons.

Laws in entities

The head of the Justice System Support Unit (UASJ), dependent on the Ministry of the Interior, Crescencio Jiménez Núñez, stated that, thanks to the convincing work carried out by the Technical Secretariat of the Amnesty Commission, 10 federal entities have already they have a law on the matter approved and 14 more began the legislative process in their local Congresses for this purpose.

He recalled, in turn, that before the Permanent Committee for Monitoring Pre-liberations, which was installed in October 2022, 28 issues have been submitted for consideration.

Of these, 15 were determined to be appropriate and five were referred to local authorities for dealing with matters of local competence.

Jiménez Núñez reiterated that the Committee seeks to grant the benefit of pre-release to people over 60 years of age with a sentence and people with chronic-degenerative or terminal diseases, among others.
