They seek that 40% of public purchases in Peru are for SMEs

The head of Produce in Peru, Sandra Belaunde, reported that her sector presented to the Presidency of the Council of Ministers (PCM) a draft supreme decree within the framework of compliance with the law promulgated last September that seeks to promote the revitalization of the economy through public purchases of national manufacturing micro and small enterprises (mypes).

“Today, we have passed from Produce to PCM a draft supreme decree so that in the matter of public purchases at least 40% is for mypes,” he said in statements to the media from the Gamarra Commercial Emporium.

As is known, on September 28, the Executive Power promulgated the law that promotes economic reactivation through public purchases from national manufacturing mypes, which had been previously approved by the Congress of the Republic. Law 31578 seeks to promote the economic reactivation of the country by stimulating mypes, promoting and strengthening productivity, quality and standardization, via the revitalization of the internal market linked to public purchases. Precisely, one of the provisions contained in the norm is that state entities must buy no less than 40% of their purchases from micro and small businesses.

In the aforementioned norm, it also indicates as complementary provisions that the Executive may dictate the corresponding complementary measures for the best application of this law, by means of a supreme decree approved by the Ministry of Production.

Belaunde Arnillas insisted that one of the main actions that the Ministry of Production has been working on is to strengthen mypes. He pointed out that this sector has been affected by the pandemic and, even without fully recovering, is now going through losses due to the violent demonstrations registered in various regions of the country in the context of the political and social crisis. “We are very aware that the political crisis has affected the most vulnerable and in the case of our business sector it is our mypes. In addition, these mypes come from the Covid-19 pandemic that have been previously affected ”, he indicated.
