Without the representation of the Morena party, the government of Coahuila, electoral authorities and political parties signed a civility agreement in which they promised to respect the rules of the electoral process to renew the governorship and the local Congress, as well as the result of the elections. next June 4.
At the event, the president of the National Electoral Institute (INE), Lorenzo Cordova Vianellosaid that the Agreement for Electoral Integrity of the Electoral Process 2023 Coahuila symbolizes the co-responsibility of the Executive and Legislative Powers of Coahuila, parties, candidates, local and federal electoral authorities, to guarantee the integrity of the elections underway in the entity.
He added that respecting the current rules of the electoral game, “constitutes the first step to endow Congress and the government that will emerge from the polls with democratic legitimacy and with this we will contribute to recreating public peace.”
“Signing an agreement of this type implies assuming a public commitment to respect the rules of the democratic game and to contribute, according to the role and responsibilities that each institution and each political actor have, to create a favorable political context for equity, recreation of pluralism and the free exercise of suffrage
“At the INE we are convinced that the civilizing role of elections in resolving the natural political differences of a diverse and complex society such as Mexican society, and of each one of our states in the Federation, requires that all institutions and political actors, let’s respect the rules,” he said.
For his part, the President of the Electoral Tribunal of the Federal Judiciary (TEPJF), Reyes Rodríguez Mondragón, said that the agreement implies that governments, parties and electoral authorities undertake to avoid acts that affect the conditions of freedom under which citizens must exercise their vote, show a wide willingness to public scrutiny, as well as acts of violence and against gender equality. He affirmed that this court assumes the commitment to be an impartial judge in the final decision in the constitutional controversies that arise.
“Guaranteeing electoral integrity and strengthening citizen trust requires the strength of our laws, but also the strength of our institutions, as well as a demand that all participants in political contests commit to the ideals and principles that underpin our democracy.
“For this reason, the Agreement for Electoral Integrity of the 2023 Coahuila Electoral Process is of great relevance. Those of us who sign, assume before the citizens the inalienable commitment to respect the laws on electoral matters, to adhere to constitutional principles, to contribute to the holding of authentic, free, transparent and impartial elections; to process the differences before the institutional causes and protect the vote under the principle that this is the citizen expression that defines who represents us ”, he stated.
Governor offers to avoid crime intervention in elections
For his part, the governor of Coahuila, Miguel Angel Riquelme, stressed that the democratic struggle cost confrontations and lives of Mexicans, so now no election can be put at risk. Therefore, he offered that his government will respect the principles of impartiality and electoral neutrality. He also offered to prevent the intervention of crime in the elections, and called to avoid acts of violence, provocation or defamation during the campaigns.
“The vote expressed at the polls always has the same value. In our state, political actors and local governments have advocated to ensure democratic processes and defend the political rights of all people. We are alert to prevent any form of manipulation or indication of authoritarianism that prevents the free manifestation of the citizen’s will. As head of the State Executive, I have always kept in mind that my government is the result of the democratic mandate issued by the people of Coahuila and validated by the institutions. With this certainty, during my administration in each election we have carried out a broad set of actions aimed at guaranteeing the principles of electoral impartiality and neutrality”, he said.
“The government that I represent will refrain from intervening or influencing in any way the development of the ongoing electoral process. We will help the electoral authorities to guarantee conditions of security, peace and tranquility that allow Coahuilenses to freely participate in the campaigns, participate in the campaigns, go to the polls, monitor the process and publish the results. For no reason will we allow the interference of crime or delinquency in our entity to stain our process, ”he added.
This agreement was signed by Rodrigo Paredes Lozano, president of the Coahuila Electoral Institute, and Sergio Díaz Rendon, president of the Coahuila Electoral Tribunal, as well as representatives of civil society.
Morena is absent from the agreement
This agreement was signed by Carmen Elisa Luna, president of the PAN; Rodrigo Fuentes, president of the PRI; Mary Telma Guajardo, PRD state delegate; Valeria Flores, commissioner of the PT; Claudia Elvira Rodríguez, PVEM state general secretary; María José Marcos Salazar, representative of the local party Unidad Democrática de Coahuila and Miguel Aguilera Rodríguez, representative of Movimiento Ciudadano. No representative of Morena was present.
For the Coahuila governor’s election, the PT and PVEM (Morena’s national allies) nominated their own candidates (Ricardo Mejía Berdeja and Evaristo Lenin Pérez, respectively), while Morena nominated Armando Guadiana. The “Va por México” coalition will nominate Manolo Jiménez.
At the event, the representative of the PT, Valeria Flores, denounced acts of boycott and political provocation in acts of her candidate, Ricardo Mejía. In contrast, she gave a vote of confidence to both state and national electoral authorities. “We are sure in the PT that we have their support and that they will be transparent in this process,” she stated.
