The Ministry of the Interior informed through its social networks that it will seek dialogue with the Congresses of the federal entities to deal with the issue of the reform of the National Guard (GN).
In a promotional video, lasting 36 seconds, the Segob indicated that the dialogue and debate will take place once the Chamber of Deputies approves the reform.
“The approval of this law in the 32 states is crucial to safeguard our democracy,” said the Government.
He added that without agreements and without unity there is no governability and that they will carry out this law “hand in hand with the Mexicans.”
Last week, the Senate approved the opinion that reforms the fifth transitory article of the decree of March 26, 2019 that created the National Guard, to extend until 2028 the participation of the Armed Forces in public security tasks.
The opinion was endorsed with 87 votes in favor and 40 against, so the required qualified majority was achieved.
“During the nine years following the entry into force of this decree, while the GN develops its structure, capabilities and territorial implementation, the President of the Republic may have the permanent Armed Forces in public security tasks”, establishes the approved opinion .
In addition, the national Executive power will present every six months, to the Congress of the Union, a report on the use of said power, providing quantifiable and verifiable indicators that allow evaluating the results obtained in the reported period in terms of public security and corroborate the respect to human rights.
Also, starting in 2024, the federal government will establish a support fund for states and municipalities aimed at strengthening their public security institutions.
After the decision of the Senate of the Republic, different international organizations specialized in Human Rights pointed out that extending the time of operation of the Armed Forces is one of the measures that puts at risk the respect for the fundamental rights of the population.
Tyler Mattiace, a researcher on Mexico at Human Rights Watch, commented that almost two decades of military involvement have failed to end the “relentless” violence of Mexico’s cartels and have led to countless atrocities committed by the Armed Forces.
