In October 2001, the then President of Mexico, Vicente Fox, announced the construction of a new airport in Texcoco and expropriated more than five thousand hectares that included the municipalities of San Salvador Atenco, Texcoco and Chimalhuacán, in the State of Mexico.
Different groups of peasants formed the so-called Front of Peoples in Defense of the Land and mobilized throughout the country, to obtain the support of society and prevent the construction of the property.
It was during the demonstrations on May 3 and 4, 2006, when municipal police officers from Texcoco and San Salvador de Atenco, members of the State Security Agency of Mexico and members of the Federal Police brutally repressed the demonstrations by the residents. .
At the time, the National Human Rights Commission (CNDH) pointed out that the Mexican government, then headed by Enrique Peña Nieto, made disproportionate use of police force to contain opponents of the airport project, with arbitrary arrests and violence against hundreds of of people, in particular the use of sexual torture against more than 32 women.
The Atenco case revealed the practice of sexual torture against women in prison. Complaints that even reached international courts.
In 2018, the Inter-American Court of Human Rights issued a judgment in which it declared the Mexican State responsible for the violation of the rights to personal integrity, private life, and not to be subjected to torture; the right to personal liberty and the right to defense, and the rights to judicial guarantees and judicial protection.

17 years after the barbarism of Atenco, the practice of torture has not been eradicated. In Mexico there is a pattern of sexual violence committed by police officers against women and they are practices that persist in public institutions.
In June 2022, the Government of President López Obrador recognized that sexual torture is still present, even during his administration. In the National Diagnosis on Sexual Torture committed against Women Deprived of their Liberty in Mexico, it was identified that, of 1,280 women interviewed in 66 penitentiary centers, 73 percent stated that they had suffered violence in the arrest and transfer to the Public Ministry.
26 percent reported having suffered sexual torture; 13 percent stated that they were sexually tortured in the facilities of the Public Ministry; five percent in the transfer to the prison, and three percent in the prison. In only 14 percent of the cases, the judges asked the women if they had experienced any type of sexual violence.
For its part, the Prodh Center has learned of at least 110 cases of women subject to criminal proceedings and survivors of various forms of sexual torture, registered during the last four years.
Regardless of partisan colors and ideologies, it is necessary to guarantee that the public servants of the prosecutor’s offices, police forces and prisons work with an approach of respect for human rights and punish, in an exemplary manner, the officials who use violence.
Only then can we eradicate sexual violence as a method of torture against women deprived of their liberty. Shouting for help is not enough, we need punishment for harassers and rapists.
