The United Nations said that living conditions in Gaza Deadly, and Palestinian civilians are dying of hunger while the world watches, and she stressed that finding an alternative For UNRWA It falls on Israel.
United Nations spokesman Stephane Dujarric explained, in a press conference yesterday, Wednesday, that the northern Gaza Strip has been under Israeli siege for about a month. He added that Palestinian civilians are dying of hunger while the world is watching, stressing the need to stop these crimes.
Regarding the situation in West Bank occupied andJerusalem Eastern Province, Dujarric reported, citing field sources, that nearly a thousand Palestinian homes were destroyed in these areas this year.
He pointed out that this matter resulted in the displacement of more than 1,100 people, 40% of whom were from East Jerusalem.
UNRWA alternative
In this context, the United Nations said, in a letter, an excerpt of which was seen by Reuters, that finding an alternative to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in Gaza and the West Bank is not the responsibility of the international organization, and indicated that this problem falls on Israel.
The United Nations officially responded in a letter to Israel’s decision to sever ties with UNRWA, a move the agency said left its operations in the Gaza Strip and West Bank at risk of collapse.
Under a new law, Israel informed the United Nations last Sunday that it had terminated a 1967 cooperation agreement with UNRWA that covered the agency’s protection, movement, and diplomatic immunity. The law prohibits UNRWA operations in Israel as of late next January.
Courtenay Rattray, head of the office of UN Secretary-General Antonio Guterres, wrote to a senior Israeli foreign affairs official late on Tuesday evening: “I would like to point out, as a general note, that it is not our responsibility to replace UNRWA, nor is it our ability to do so.”
The conversation contains an implicit reference to Israel’s obligations as an occupying power.
The United Nations considers the Gaza Strip and the West Bank to be territory occupied by Israel, and international humanitarian law requires the occupying power to approve and facilitate relief programs for those in need “by all means available to it,” and to ensure the provision of food, medical care, and means of maintaining hygiene, disease prevention, and public health standards.
Senior officials at the United Nations and the Security Council describe UNRWA as the backbone of the humanitarian response in the Gaza Strip, which has been subjected to a war of extermination since last year, as the occupation turned the Strip into rubble and ruins and pushed the population to the brink of famine.
Israeli Ambassador to the United Nations Danny Danon said at a General Assembly meeting on UNRWA on Wednesday, “UNRWA can be defined in one word, which is failure. The idea that UNRWA cannot continue is a ridiculous idea.”
Serious consequences
In turn, UNRWA Commissioner-General Philippe Lazzarini told the United Nations General Assembly yesterday, Wednesday, that implementing Israeli legislation would have “serious consequences,” adding, “In our day, millions of Palestine refugees fear that the public services on which their lives depend will soon disappear.”
He added, “They fear that their children will be deprived of education, that they will not find treatment for diseases, and that social support will stop. The entire population of Gaza also fears that the only lifeline left to them will be cut off.”
Lazzarini considered that UNRWA was living its “darkest hour,” calling on member states to save it.
