Israel is preparing a new proposal to present to mediators, which calls for the return of all the kidnapped people at once.

The Israeli proposal calls for the return of all the kidnapped in exchange for Sinwar and others leaving Gaza through a safe passage.

The Israeli proposal also calls for an end to the war and the release of Palestinian prisoners.

The new Israeli proposal may be presented by Netanyahu in his speech to the UN General Assembly.
