Tunisia- Some politicians believe that the removal of the president Kais Saied Head of Government Ahmed Al Hashani An attempt to evade responsibility for the deterioration of the situation, while analysts believe that the aim of appointing the Minister of Social Affairs to succeed Hachani at the head of the government is the president’s quest to achieve accomplishments that may win over Tunisians.
President Kais Saied dismissed Prime Minister Hachani, who is retired from the Central Bank of Tunisia, last Wednesday evening, and appointed in his place Minister of Social Affairs Kamel Madouri, an administrative man who held several positions in social funds and has knowledge of administrative management.
This change comes at a time when the country is going through difficult circumstances, especially in terms of living conditions, as water and electricity outages have become frequent, prices have increased, and basic materials have become scarce, while in terms of the economic situation, the growth rate is approaching zero according to official indicators.
Al-Hashani's dismissal also comes after he published a video speech yesterday on the Prime Minister's page, in which he appeared confused and staring with lost eyes, talking about his achievements, but his speech was not in harmony with President Saied, who appears angry during his field visits due to the deterioration of the situation and the frequent water and electricity outages.
While President Saied accuses what he considers to be corruption lobbies and criminal gangs seeking to disrupt state facilities in an effort to create strife and chaos in the country as the presidential elections approach, the Prime Minister began to speak out of tune, talking about his government’s achievements in an unbearable living reality.
Attempt to cover up
In turn, the leader of the Democratic Current Party, Hisham Al-Ajbouni, believes that Al-Hashani’s dismissal is “a failed attempt by Saied to cover up his failure to manage the country and achieve any accomplishments since his election years ago, and after 3 years of absolute rule,” that is, after he took exceptional measures on July 25, 2021.
Al-Ajbouni told Al Jazeera Net that the one who rules the country with “almost pharaonic” powers is President Saied, who is responsible for the state’s general policies according to the constitution he drafted in 2022. “However, he has failed to achieve any noteworthy accomplishments except for striking at freedom of expression, the only gain after the revolution,” he asserts.
He also believes that the repeated dismissals of prime ministers, ministers and officials appointed by Saied since he took power indicate “a state of confusion and poor choice on his part,” noting that a large number of Tunisians did not remember the dismissed prime minister until after his dismissal, due to his incompetence and unfitness for the position.
Regarding the implications of appointing Minister of Social Affairs Kamal Madouri as the new Prime Minister, Al-Ajbouni says that he is an administrative man and competent in his field, “but it is understood from the previous appointments that President Saied chose that he seeks to appoint someone who does not have political ambition and who listens to his words.”
Lack of programs
For his part, the Secretary-General of the Popular Current Party, Zuhair Hamdi, who supports the exceptional measures, attributed the dismissal of the Prime Minister to his poor performance and his incompetence to hold this position, but he says that “he cannot be held responsible for the deterioration of the situation, because the state's policies are borne by the president.”
Hamdi told Al Jazeera Net that changing people – despite its importance – remains worthless if it is not accompanied by a comprehensive national vision and plans and programmes implemented on the ground to improve the situation, considering that appointing Al-Madouri as head of the government is important during this period in particular.
Hamdi ruled out that the aim of appointing a new prime minister was to achieve accomplishments during this period that precedes the presidential elections by less than 3 months, considering that the country has entered the electoral period, and that time does not allow for achieving any accomplishments to be used in the president’s election campaign.

But from the point of view of political analyst Salah al-Din al-Jurshi, there is a likely possibility that this appointment aims to achieve some actual accomplishments during the remainder of the president’s term, considering that he has not achieved many things in the outcome of his activity.
Al-Jurshi told Al Jazeera Net that the president found himself unable to complete his term with a prime minister who had clearly proven that he was not qualified for the position, especially as he approached the presidential election on October 6 and sought to renew his term for a second time.
“Perhaps President Saied has decided to bet on the Minister of Social Affairs to rectify the situation, especially since it is heading towards further escalation and tension,” he added, referring to the state of tension due to the repeated water and electricity outages, rising prices, unemployment and the absence of development.
President Saied had submitted his candidacy file for the presidential elections with a number of candidates to the electoral commission, but some candidates complained of restrictions being imposed on them, such as being denied documents from the Ministry of Interior, with the aim of removing them from the race and leaving President Saied with an open path.
