The budget that the National Customs Agency of Mexico (ANAM) will have this year will skyrocket, this after starting its first year of operation with less than 1,000 million pesos, in accordance with what was approved in the Expenditure Budget of the Federation (PEF) 2023.
The agency, which is in its second year of operation, will have a budget of 2,388 million pesos this year, that is, 164.5% more than the 903 million pesos it had in 2022, the latter as a result of a reallocation budget, where said resources were removed from the budget of the Tax Administration Service (SAT), which previously had the customs administration in its possession.
In this way, within the decentralized administrative bodies of the Ministry of Finance and Public Credit (SHCP), ANAM is the second with the largest budget, only below the SAT with an amount of 11,505 million pesos.
The creation of ANAM provoked controversy, since for many it was the entrance to the militarization of the 50 customs offices in the country. Meanwhile, ANAM is waiting for the ratification by Congress of Rafael Marín Mollinedo as the new holder, who was appointed by the Executive.
Marín Mollinedo has a degree in Economics from UNAM, and within the López Obrador government he served as general director of the Interoceanic Corridor of the Isthmus of Tehuantepec, in addition to being head of the Federal Authority for the Development of Special Economic Zones.
Income for 909,580 million pesos
The 50 customs offices in the country continued to increase tax collection as of October, so it is expected that by the end of 2022 the collection collected in 2021 will be exceeded.
According to information from ANAM, between January and October 2022, customs left revenue to the public treasury for 909,580 million pesos, which represented 2.56% more than what was captured in the same period of 2021.
ANAM has considered that the increase in tax collection is due, in part, to the fight against corruption, merchandise smuggling and tax evasion.
Before leaving his position in front of the customs agency, Horacio Duarte reported that they expected that in 2022 the income from taxes through customs would add up to 1 trillion 104,000 million pesos.
According to the official, this would mean a growth of 16% so far in the current six-year term.
“For citizens to understand the strategic importance of customs, (the proceeds) would be equivalent to a third of tax revenue,” said the official who joined Delfina Gómez’s campaign for the State of Mexico.
