INM adds more than 4,000 complaints to the CNDH with AMLO

The National Institute of Migration (INM), an organ of the Ministry of the Interior (Segob), accumulates between January and August of this year, 1,037 complaints for possible violations of the rights of migrants, according to data from the National Human Rights Commission (CNDH).

According to the National Human Rights Violations Alert System, Chiapas is the federal entity with the highest number of complaints, with 230, equivalent to 22.17% of all complaints.

Of these, 137 are for “actions and omissions that violate the rights of migrants and their families.”

While there are reasons that only registered one case, such as: “carrying out an arrest without having the corresponding order, except in cases of flagrante delicto”; “illegally expelling the country”, “improperly accusing facts” and “omiting to provide attention, care or assistance to any person, having the obligation to do so”.

Of these complaints, 135 are still in process, while 95 have already been concluded; resulting in a recommendation, a withdrawal of the complainant, 30 orientations and 63 were resolved during “the respective procedure”.

The second federal entity with the highest number of complaints related to migrants is CDMX, with a total of 174, of which 62 are in process and 122 resolved.

In this last item, 72 were resolved during the process; 24 resulted in orientation, 10 were resolved due to “no matter”, five ended in recommendations and one in “accumulation”.

In third place is Nuevo León with 109 complaints or 10.51% of the total, of which 51 are in process, while 58 have already concluded; 49 were resolved during the process, six resulted in orientation, two due to the absence of a matter and one due to the withdrawal of the complainant.

In general, with AMLO (2019 to August 2022) there are 4,034 complaints, a figure 73% higher than the previous four years (2015 to 2018) when 2,328 were registered.

The National Coordinator of the Migrant Agenda, Eunice Rendón commented that the INM does not have sufficient infrastructure to address the migration problems registered in Mexico, in addition, she pointed out that the national migration crisis must be addressed from all the country’s institutions.

“The current policy has to be changed for a more humane policy that understands the reality of people,” the expert told El Economista.

For his part, Erubiel Tirado, an expert in security and migration, said that Mexico has been “eminently reactive in its migration policy and also contradictory.”

He explained that the government went from a frank permissiveness in the territory to restrictions that violate international humanitarian law.

“The latter with the militarized use of the National Guard, Army and Navy,” he commented.

He also said that there is a “severe lack of strategic planning” by not foreseeing demographic and migratory behavior in light of regional problems.
