The deputy director of the Institute for the Commonwealth of Independent States, Vladimir Grikhin, drew attention to the lack of confidence that all parties to the “Normandy formula” would agree to the idea of the United States joining it.
According to Gharezhin, to Gazeta Rowe, “All the United States can do in the Normandy formula is to blockade the Quartet decisions and the Minsk agreements. So far, the United States is likely to slow down the resolution of the problem.”
