Surveys do not seek to measure Lorenzo Córdova electorally, clarifies the INE

The National Electoral Institute (INE) clarified that none of the 12 surveys that it has contracted from 2019 to date had the purpose of electorally measuring the president councilor Lorenzo Cordovaas he recalled that he is also prevented from aspiring to a popularly elected position until two years after leaving office.

It should be noted that in the morning conference this Tuesday of President Andrés Manuel López Obrador he was asked about what Morena accused the INE of conducting personalized surveys, to which the president insisted that the “conservative bloc” – as he calls the opposition in our country – intends to nominate Córdova as an independent presidential candidate.

On the subject, the INE He mentioned that between January 2019 and October 2022, the National Coordination of Social Communication commissioned 12 surveys: 9 by telephone (with 400 interviews) and three in housing (1,600 interviews).

He stated that during 2022 two telephone surveys were carried out that are available on the portal of INE Transparency Obligations“so there has never been any opacity or concealment of them.”

The INE He said that the objective of the 12 surveys is to evaluate the image and perception of citizens about the INE, its functions, the fulfillment of its objectives and, based on these studies, evaluate and define the communication and dissemination strategies of the Institute.

He specified that some surveys have included questions on current issues, for example, the extraordinary election of Puebla in 2019, the federal elections and the Popular Consultation in 2021 and on the Revocation of the Mandate in 2022.

He clarified that among the different aspects that influence the performance and assessment of the INE is the way in which the head of said institution is publicly perceived, as he is the one who is in charge of representation functions in various institutional spaces, as a spokesperson in matters of communication. and decision-making within the institution.

He mentioned that in the context of organizing the Revocation of Mandate and the personalized attacks on the figure of the president councilor of the INE it was useful and pertinent to know the degree of recognition by the public to assess a potential impact on the institution.

With the information obtained from the survey, specifically from this question, no measure was implemented that could imply, suggest or show personalized promotion, which would violate article 134 of the Constitution.

“It is also worth mentioning that since the first time that the President of the Republic included the president of the INE in a hypothetical list of candidates for the Presidency for 2024, the councilor made his position clear and explicit, which he has reiterated over and over again. , not seek, in any way, any popular election candidacy, including the presidential one, for 2024; in addition to the legal impediment that exists for it. In the same way, it should be added that article 41 of the Constitution prohibits any INE counselor from aspiring to a position of popular election for up to two years after leaving office”, clarified the National Electoral Institute.
