Youth Building the Future scholarship recipients will receive 6,300 pesos a month in 2023

Youth Building the Future, the program that serves the population that, due to certain contexts, did not continue studying and does not have a paid job, will once again increase the amount of its economic support. The scholarship for apprentices receiving job training will go from 5,258 to 6,310 pesos per month in 2023.

In other words, next year they will receive 1,000 more pesos each month to pay for the expenses involved in leaving home and to support themselves while they train for paid work. In 2019, when the federal government launched this program, the economic benefit was 3,600 pesos per month and since then it has been increasing in line with the increases approved for the minimum wage.

At the beginning of the six-year term, the goal was to benefit 2.3 million young people. Last June, the Ministry of Labor and Social Welfare (STPS) —the agency in charge of the program— reached that number of beneficiaries. So it expanded its goal to 3 million scholarship holders, as reported by its owner, Luisa María Alcalde Luján.

Youth Building the Future serves people between the ages of 18 and 29 who do not study and do not have a paid job. It links them to a job center where they receive job training for a year. During this time, they receive monthly financial support from a pool of resources approved within the Federation’s Expenditure Budget.

Another of the benefits of the program is that apprentices have coverage in the Mexican Social Security Institute (IMSS) “in the branches of diseases, maternity and work risks”.

This population had been excluded and named in a derogatory way. In 2010, the National Autonomous University of Mexico (UNAM) estimated that there were more than 7.5 million young people who were not enrolled in any educational institution and did not participate in the labor market.

It was common for them to be seen as non-productive people, who contributed nothing or little to society. However, in many cases their circumstances were different. For example, two thirds of the total of that group are women dedicated to domestic workaccording to the study Ninis in Mexico: problem and proposalsby researcher Alejandro Márquez Jiménez.

JCF, a constitutional right

Due to the difficulty of access for young people to the first job and of the importance that this acquires as a sphere of socialization and inclusion, the State, in association with the actors of the world of work, should facilitate the insertion in economic activities”, points out the STPS in the project of operating rules of JCF for 2023 under analysis in the National Commission for Regulatory Improvement (Conamer).

“One of the actions in this sense could be the promotion of forms of training for young people who enter the labor field in each sector,” he adds.

In 2023, the STPS will have a bag of 23,000 million pesos to operate this program, one of the most emblematic of the administration of President Andrés Manuel López Obrador.

“The most important objective of the Government of Mexico is to consolidate a true welfare state for the benefit of all. Under this premise, a strategy based on the right of the people to have a better quality of life and older development opportunities through a broad social policy”, explains the STPS.

In May 2020, the Congress of the Union reformed the article 4 of the Constitution to establish as a constitutional right the access to the Wellness Programs, within which is JCF.

According to the National Council for the Evaluation of Social Development Policy (Coneval), JCF has a “strong” link with economic well-being from the minimum income. Of five programs and policies implemented by the Ministry of Labor and Social Welfare (STPS), this was the best evaluated by the Coneval.

Requirements to enroll in JCF

To enroll in this program, people who are not studying or working must enter the digital platform of the project. Some of the required documents are:

• Valid official identification
• Proof of address
• Photography

Las migrant people they can also be JCF beneficiaries. However, it is necessary that your stay in the country be documented.

Those who wish to receive scholarship holders to participate in their job training They must also carry out the procedure on the platform. They can be individuals who have a micro or small business, established companies, and government or civil society institutions.

Las forbidden activities as training are:

• Domestic work and cleaning activities
• Multilevel sales or pyramid schemes
• Surveillance, guards, security personnel to protect goods or people and transfer of values
• personal drivers
• religious worship activities
• Political-electoral proselytism or within a political party

After beginning the training, the fellows have a single opportunity to change workplace and once they complete the program, they will not be able to re-enroll.

Each month they have the opportunity to evaluate performance from their tutor at the workplace where they receive training. In this space they can report any type of anomaly.
