Corruption is the great challenge that the different customs offices of the country must face. With the arrival of Andrés Manuel López Obrador to the government, an attempt has been made to carry out a frontal fight against this problem; however, it has not been eradicated.
Customs usually leave the public treasury about 30% of the total tax collection; But this could be greater than effectively combating the so-called smuggling, something that, even in a pandemic, the Tax Administration Service (SAT) pointed out as one of the main reasons for the still low collection from foreign trade.
In the current administration, three have been the incumbents at the head of Customs. The first of them was Ricardo Peralta, who sought to modernize customs to combat corruption; however, it was retired in 2019.
“Not recognizing that there is corruption would be absurd. It would be naive to think that, if we get there, the corruption is over, ”he declared for El Economista in May 2019, shortly before he was removed from office and sent to the Interior Ministry.
Still under his direction, different public servants were dismissed from some customs due to acts of corruption. One of the most notorious cases was the “cleaning” that took place at the Manzanillo and Pantaco customs; however, cases have also been recorded in Tamaulipas, Chihuahua, and Sonora.
After his departure, Ricardo Ahued Bardahuil arrived; However, in less than a year, and with a low profile compared to his predecessor, the official resigned due to “personal decisions.” And so the third general administrator of Customs arrived: Horacio Duarte, who will be proposed to be in charge of the new National Customs Agency of Mexico and, thus, try to combat these crimes.
“As the President has instructed, combating another of the great scourges that damage the country’s economy and affect security is the fiscal huachicol. This practice that we unfortunately have on the northern border that gives way to thousands and millions of liters of fuel and hydrocarbons that pass without paying taxes or pay simulated taxes, “said the official in March.

The Tax and Management Report, for the third quarter, showed that the General Customs Administration is the one that has the most public servants who have been denounced by taxpayers.
“316 complaints were filed before the Internal Control Body against 441 public servants, of which 45% correspond to the General Administration of Customs,” said the SAT.
