It is not easy to stop being impressed by the evolution in the world of connectivity towards scenarios of increasing availability, ubiquity, quality and speed. However, the persistence of gaps attributable to purchasing power, age, access to devices, digital skills and available broadband capabilities in the geographies of the population remains a matter of concern.
According to the International Telecommunications Union (ITU), in its “World Connectivity Report 2022” (bit.ly/3cdeXNR), in the last three decades, humanity went from accounting for a few million of internet users to nearly 5 billion, equivalent to approximately two-thirds (63%) of the world’s population.
Fixed Infrastructure, Essential Link. It is precisely there that the ITU points out that the availability of fixed networks is a precondition for accessing and using the Internet, as a result of their capabilities being superior to those of the mobile infrastructure. In metrics, ITU indicates that 17 out of every 100 inhabitants in the world have fixed broadband connections (BAF), which is equivalent to 81% of homes having this fixed infrastructure coverage. The Americas region is in third place, surpassing the world average with 88% of households connected and in second place for the number of accesses to BAF (23 per 100 inhabitants), behind Europe (96% and 35% , respectively).
Although this numeralia reveals significant advances in access to fixed connectivity in the world and in the region, it registers marked inequities between countries. Information from the OECD (June 2021), places Chile, Mexico and Colombia among the countries with the lowest number of subscriptions in their member countries, with 21.0, 18.2 and 16.6 per 100 inhabitants, respectively. In contrast, the cases of Canada and the US register 42.3 and 37.3 accesses to BAF per 100 inhabitants, practically double those countries.
Download Speed: Quality Parameter. One of the objectives to be met by 2030 for the ITU is that the inhabitants have at least one BAF connection of 10 megabits per second (Mbit/s). This was already surpassed by virtually all countries in the Asia-Pacific region and Europe, with 95 and 94% of all BAF subscriptions having speeds of 10 Mbit/s or more.
In the case of Mexico, the OECD metric places us in the range of Europe, where 94 of 100 accesses reach a speed equal to or greater than 10 Mbit/s. The 6.0% missing to cover in the aforementioned capacity, are remote populations with lower population density, circumstances that hinder the coverage of fiber optic infrastructure, with its consequent pernicious effect on connection speed.
Among the strategies that ITU recommends for closing the connectivity gap and improving coverage conditions for disconnected segments in Mexico, they highlight “attracting capital with a view to improving and expanding digital infrastructures; […] facilitate the creation of competitive markets […]; promote infrastructure sharing to reduce costs; ensure that the spectrum offer is adequate and economical, […]; and ensure that there is sufficient capacity and that it evolves towards the new generations of mobile broadband”.
This battery of sectoral recommendations has been repeatedly stated in this space, insisting on the need for its effective implementation, en route to achieving quality universal connectivity among the population.
