Negotiations for the increase in minimum wages take place at a table where three parties are represented: the bosses, the workers and the government.
Obviously previous governments had influenced the negotiations, but consensus had always been sought.
In this regime, that ended in the December 2020 negotiation. With the economy halted by the Covid-19 pandemic, the government of Andrés Manuel López Obrador marginalized business representatives and allied with the labor sector to approve an increase in 15% to the minimum wages, both the general one, as well as the one of the northern border and the professionals.
The fixation of the regime is to close the six-year term with the largest increase to the minimum in history, even if for this it has to pass over those who are in charge of paying that income.
It is absolutely true that the minimum negotiations were subordinated to inflationary control. And now that that is over, it would be necessary to see if these increases have not had any influence on the food inflation subindexes being the ones that have risen the most in these times of higher inflation.
What is not in dispute is that it was a matter of justice for those workers who receive minimum income.
One cannot lose sight of the fact that the starting point for the increases to the minimum to exceed inflation was the New Labor Culture of the Employers’ Confederation of the Mexican Republic (Coparmex), which before López Obrador’s rise to power was already negotiating at within the business sector a position of increases beyond inflationary levels.
The 2019 and 2020 increases were not easy negotiations, but were achieved by consensus with increases of 16 and 20%, respectively. But the imposition of the 15% increase for 2021 was a very bad sign.
The negotiation of the 22% increase for the current minimum wage for this year recovered the unanimity of the three negotiating parties, but did not leave aside the possibility of collateral effects on inflation and contractual negotiations.
The negotiation of the increase to the minimum for 2023 is underway, and in its final phase, and, once again, the federal government wants to take advantage to fulfill its obsession of being the six-year term with the largest increases, without considering any other cost. parallel.
López Obrador at his partisan rally on Sunday said that he “wants” an increase in the minimum wage of 20% by 2023. That wish is an order for the National Minimum Wage Commission that puts the instruction launched from the plaza on the negotiating table public.
The business sector heard it first hand, because Francisco Cervantes, president of the Business Coordinating Council, and Antonio del Valle, president of the Mexican Business Council, were there at the march and in the Zócalo speech, applauding and receiving the indication.
The business representation has an offer of a 15% increase on the table, while the labor sector wants a 25% increase.
So let’s see what happens now that the presidential wish of what he wants the final result to be has arrived.
The 2019 and 2020 increases were not easy negotiations, but were achieved by consensus with increases of 16 and 20%, respectively.
