Mexico has already exceeded 100,000 intentional homicides in the first three years of the current federal government headed by Andrés Manuel López Obrador.
In its special report “Organized crime and violence in Mexico”, the Justice in Mexico organization made an analysis of the crime incidence in our country, and stated that “(Andrés Manuel) López Obrador took office with violence at the highest level than any previous administration, and the number of monthly homicides has remained above 2,200 victims, with multiple peaks ”.
He highlighted that in the first two years of the government there were more than 72,000 murders. “None of the president’s recent successors faced such high and sustained levels of violence: in comparison, there were 33,635 murders under President (Vicente) Fox; 30,572 under (Felipe) Calderón, and 41,688 during the presidency of (Enrique) Peña Nieto in the same period ”.
Currently the figure stands at 102,830 if the 30,693 homicides are added until November 2021, according to the Executive Secretariat of the National Public Security System.
However, the current federal government insists that it has managed to contain homicides since December 2018. Its argument is that in July 2018 there was the highest peak of homicides in a month, with 3,074 victims, and since then it has not there has been a similar record, according to an internal report from the security cabinet. However, the country maintains an average rate of 2,856 homicides per month.
Said report mentioned that the number of victims of intentional homicide in November 2021 (2,593) was 4.1% lower than in October 2021 (2,704); 3.5% lower compared to November 2020 (2,687) and 11.5% compared to November 2019 (2,931), “therefore, November 2021 is the lowest November so far this administration.”
Situation in entities
It recognized, however, that between January and November 2021, the number of victims of intentional homicide increased in 11 states (Zacatecas, Nayarit, Morelos, Sonora, Campeche, Nuevo León, Michoacán, Chiapas, Baja California, San Luis Potosí and Tlaxcala ), and decreased by 21 entities.
The report identified that between December 2018 and November 2021, there are 15 municipalities where 23,806 malicious homicides were concentrated, among which the following stand out: Tijuana, Baja California; Ciudad Juárez, Chihuahua and León, Guanajuato.
For this reason, the Secretariat of Security and Citizen Protection; the Secretariat of National Defense; the Secretary of the Navy and the National Intelligence Center maintain a containment strategy in 50 priority municipalities.
Justice in Mexico assures that, “various accounts suggest that the number of intentional homicides attributable to Mexican organized crime groups are substantial, and the problem of organized crime in Mexico is one of the worst in the world.”
He mentioned that “at least one third, and perhaps up to two thirds, of all intentional homicides in Mexico in recent years had characteristics of violence used by organized crime groups.”
Why doesn’t the violence go down?
Justice in Mexico said that more than a decade of violence has passed in our country with no signs of a real reduction, and this is due to a greater extent to impunity for all crimes.
“Across all crime categories, there is a serious problem of impunity in Mexico, underscoring the urgent need for reforms and increased resources to strengthen the country’s criminal justice sector. In fact, the vast majority of crimes in Mexico are not reported, investigated or punished, mainly due to a lack of confidence in the integrity and effectiveness of government authorities ”, he mentioned.
Another phenomenon that prevents the reduction of violence, according to the report, is that organized crime gangs and drug trafficking constantly seek new forms of business with crime, weapons and drugs.
“Violent crime is a long-standing problem in Mexico that poses a real threat to individuals, communities, businesses, and governance. While violent crime has been closely associated with drug trafficking for several years, increasingly these crimes are associated with a wide range of other organized criminal activities. Some of this violence is directed at government officials, candidates, politicians and journalists. Meanwhile, other forms of violent behavior, particularly domestic, sexual and gender-related violence, have also tended to increase along with organized criminal violence, ”he explained.
Opposition insists on modifying the public security strategy
At the start of 2022, Marko Cortés, national president of the PAN, again urged President Andrés Manuel López Obrador to change the strategy in terms of public security because it has not worked.
From his point of view, the tactic of “‘hugs, not bullets’ has been a resounding failure.”
In addition to police intelligence, he affirmed, the action of the security forces is required against organized crime, which threatens and kills thousands of Mexicans every day due to the inaction of the federal government.
In this, Alejandro Moreno, national president of the PRI, agreed, for whom “insecurity has been overwhelmed by the inaction, hugs, indifference and closure of the Morena government.
“How many more tragedies are needed for those responsible for security in Mexico to understand that crime is growing by leaps and bounds and that hundreds of communities have been abandoned to their fate?”
While the federal government authorities assure that no new criminal groups have been created, he said, in reality there are dozens of new groups that, due to the governmental omission, have emerged to extort money, trade illicit substances, traffic in people and violate people’s assets. of good.
“This situation is suffered throughout the Republic, while the federal authorities do not deign to address the matter … It is not untrue to maintain that insecurity in Mexico has worsened and thousands of people have been victims of it since December 1, 2018, when a government away from the people and friendly to crime was inaugurated, ”he concluded.
