By a show of hands and after a long debate on the legislative procedure to be followed, the plenary session of the Chamber of Senators approved suspending the discussion of the opinion that reforms the Constitution to extend until 2028 the participation of the permanent Armed Forces in tasks of public safety, and return it to commissions for review.
In an economic vote, that is, by show of hands, the decision was made based on the express request that, in writing and signed by the majority of members of the united commissions of Constitutional Points and Second Legislative Studies that approved the opinion last Monday was presented to the Board of Directors.
Three hours after the debate began, senators, mostly from the PAN and MC, loudly demanded not to postpone the vote on the opinion.
“Vote, vote…” and “to vote, to vote”, they shouted.
But it was evident that the majority of senators from Morena, PT, PVEM and PES prevailed with their vote over the opposition, made up of those from the PAN, PRI, MC, PRD and non-party senators who sought to prevent the opinion from returning to committees to a new review, certain that if it was voted on immediately it would not be approved since the required vote of two thirds of the senators present was not reached.
The session was attended by 127 of the 128 members of the upper house; only Indira Rosales (PAN) was missing, precisely about whom it was rumored the day before that she would not attend as part of a deliberate action to support the approval of the reform.
“The information I have is that her daughter got sick and had to go to Veracruz,” Julen Rementería, coordinator of the PAN senators, responded to the question of why his co-religionist was absent.
Whether it was to approve or stop the constitutional reform in the making, the assistance of all the senators was essential.
This is due to the fact that, since it was an amendment to the Magna Carta, its approval required the vote of two thirds of the senators present.
In the presence of 126 senators, 85 votes were needed to approve the decree.
Morena and allies only had 75 votes, and although the version ran that some PRI members had already been convinced to vote in favor, which ensured approval, Ricardo Monreal, president of the Political Coordination Board (JCP) and coordinator of the senators morenistas, chose to support the proposal to wait and return the opinion to commissions.
The Senate Regulations provide that the decrees can only be returned to committees for review once.
The opposition argued that Morena and allies decided, at the last minute, not to put the opinion to a vote because they calculated that the votes for its approval would not be enough.

From the rostrum, non-party senator Emilio Álvarez Icaza denounced an attempt to buy senators’ votes, but did not give a single name.
“The political and justice apparatus of this government is increasingly becoming an extortion and blackmail apparatus; in an apparatus of purchase and coercion.
“It is unacceptable that this government that claims to be different resorts to the oldest practices where the Secretary of the Interior, Adán Augusto; Undersecretary César Yáñez and his representatives personally speak to the governors, to the senators, to see, with the question: ‘what do you want to vote for?’
“That is a vile policy. That is an ethical defeat,” she stated.
Suspended the debate in the plenary session, Jorge Carlos Ramírez Marín (PRI) agreed in an interview that having returned the opinion to the committees was the best way to try to modify it.
His party’s proposal, which was not accepted during the corresponding negotiation, consisted of not moving a comma from what was approved by the Chamber of Deputies, but including a new wording of the sixth transitory so that the Congress of the Union would have greater powers National Guard evaluation.
