Interview with Arturo Puente Ortega, ambassador

Arturo Puente Ortega, retired ambassador.
Arturo Puente worked for 40 years at the Ministry of Foreign Affairs (SRE). He was ambassador to Lebanon, the United Arab Emirates, and consul in Shanghai and Puerto Rico, among other assignments.
For five years he was president of the Mexican Foreign Service Association (ASEM). He receives El Economista at his house, to whom he describes his views on the foreign policy of the Mexican government.
—Governors of the PRI and friends of the presidential couple become ambassadors by decision of the president. AMLO said in his campaign that he would support the Mexican Foreign Service (SEM). What do you think?
I don’t know if the right word is contempt for the people of the Mexican Foreign Service (SEM). The possibility that the president appoint ambassadors and consuls general exists in accordance with the Constitution, that is valid and has always existed, it is not something new. What I think is not valid is that there are so many political appointments.
—What is the number one complaint of the current ambassadors?
Communication, exchange of ideas; that they be heard; that they receive them.
“Have you solved the household problem yet?”
It’s been a year now. The boys, who are the ones in limbo for spending on clothes or furniture, asked me to sign their letter asking Secretary Ebrard and (Moisés) Poblanno (head of the Administration and Finance Unit) for help. I have not seen a response from the secretary. They asked me what else they can do, I told them to take legal action against whoever is responsible. There is someone responsible here, and I do not blame anyone.
—Has the current government’s interest in foreign policy diminished?
Yes, very marked. Since Morena arrived, he has made a speech of blaming the past, it is valid, we must accept the mistakes of those who were there, but what has he (president) done?; What has he done in foreign policy? I wonder: what has he done on the immigration issue? As far as I know, he has done nothing to regularize the situation of the millions of Mexicans who are in the United States. I don’t want to say that there is a magic solution, but there are things that can be done.
The promotion process for SEM members is a recurring complaint.
There was a ranking of promotions and promotions, (where it was detailed) who held the various positions. Now the relationship is not published, there is no information on appointments.
The young people who are now in the foreign service are in a critical situation, because they have no information about what is happening; when are they going to do the exams; When are the rotations going to be? There are many people who have been in a secondment for many years. The law clearly establishes a recommended minimum and maximum period: a minimum of 2 years and a maximum of 4, and never exceed more than 8 years abroad.

There is no transparency. Once the Secretary of Foreign Affairs (Luis Ernesto) Derbez asked me: “Let’s see, Arturo, what do you want from the foreign service? I told him: “very easy: transparency; something called legal certainty, what are the conditions that a boy who enters the foreign service will have during his professional career, communication, the exchange of ideas; that they be listened to, that they are not told anything else, this must be done; that they receive them.

Because it has more political than internationalist interest. The foreign service and foreign policy of Mexico have always distinguished themselves by being somewhat oblivious to the internal swings of (domestic) politics. We maintained a fairly strong international position for many years, but now it seems that the secretariat has been used as a political position, and this is because the president of the republic is not interested in foreign policy at all.
