The federal government proposed assigning Youth Building the Future (JFC) an item of 23,090 million pesos for its operation in 2023. This amount represents a nominal growth of 6.5% compared to the 21,696 million stock that was assigned for this year, despite having already reached the coverage goal six-yearly of 2.3 million people.
According to the 2023 Federation Expenditure Budget Project delivered by the federal Executive to Congress this Thursday, the objective of programs such as the job training that the STPS heads is to give continuity to the policy that “ensures the constitutional rights” of families.
Youth Building the Future serves the population between the ages of 18 and 29 who are not enrolled in an academic program and do not work for pay, linking them to work centers to receive training and granting them a scholarship equivalent to the minimum wage.
The financial support for 2022 is 5,258 pesos per month. Once the Council of Representatives of the National Minimum Wage Commission (Conasami) sets the new amount for 2023, the JFC scholarship will be adjusted in the same proportion.
According to the Ministry of Labor and Social Welfare (STPS), the agency that operates this program, despite the fact that they have already reached the six-year goal of beneficiaries, they will go for more young people. The new goal was expanded to 3 million fellows and fellows.
However, according to the diagnosis made by the agency in 2021, as of the fourth quarter of 2018, the number of young people who do not study and do not work was 5.7 million. The majority is female, 82.8%, and the rest, 17.2%, is male.
Within the programmatic strategy for 2023, the STPS reported that it will use the requested resources to “achieve youth inclusion through on-the-job training. According to the document, through the National Employment Service (SNE), and in coordination with the 32 federal entities, “they will strengthen the actions of Job intermediation and labor mobility” to bring them “more and better job opportunities”.
The evolution of the apprentice program
JCF is one of the 16 priority program of the present administration. It is the sixth with the largest budget, after the pension for the elderly, the pension for people with disabilities, school scholarships, the program La Escuela es Nuestra and Sembrando Vida.
This program has been the first that a government has developed to serve a population that had been stigmatized. “Many young people lack opportunities to join society productively, not only because of unfavorable employment prospects, but because the jobs available to them offer precarious working conditions and without the possibility of personal fulfillment,” the STPS stated in the Diagnosis 2021 JCF Budget Program.

The program began in 2019 with a budget of more than 40,000 million pesos. In 2021 he received 20.6 billion pesos, of which he spent 20.5 billion pesos. This 2022 has operated with 21,600 million pesos. Coneval recently reviewed different federal programs and, of those in charge of the STPS, Youth Building the Future (JCF) was the one that received the highest rating.
