CCTV footage showed four shirtless men helping the driver move the Commodore to a nearby street where the car was dumped.
Police were called to the street by residents annoyed by the incredibly loud noise and irritating smell and sounds.
Following an investigation, police charged a 28-year-old Pennant Hills man with aggravated burnout. He is due to appear at Parramatta Local Court in March.
Police suspended the man’s licence, and his car was confiscated for three months.
Traffic and highway patrol commander Assistant Commissioner Karen Webb said such behaviour was ‘totally unacceptable’.
‘It is alarming to see a person behind the wheel of a car – particularly at 4pm on a public holiday in a residential street – behaving in this manner,’ she said.
‘People should be able to celebrate Australia Day safely and acts like this put people at risk.’
