In 79 years of existence, the Mexican Institute of Social Security (IMSS) has established itself as a benchmark for social security in Mexico and Latin America by offering its beneficiaries medical, cultural, educational services, economic benefits; Throughout its history, it has demonstrated its ability to respond to natural disasters and health crises. Today, with the commitment of its workers, health services are provided to 83.2 million Mexicans.
Social Security serves the largest number of the population: in the Ordinary Regime, 71.6 million potential beneficiaries at the end of 2021 and in the IMSS-BIENESTAR program, 11.6 million beneficiaries.
With a health team made up of 146,000 male and female nurses, and more than 84,000 male and female doctors, on a typical day in the Ordinary Regime, 404,118 consultations are granted, of which 303,469 are Family Medicine, 54,000 335 of Specialties, 9 thousand 938 of dental type and 36 thousand 916 of Emergencies.
In addition, an average of 832 deliveries, two thousand 852 surgeries, 710 thousand 350 clinical analyses, 50 thousand 768 Radiodiagnosis studies, 11 thousand 338 Echosonography, 6 thousand 668 Tomography, 237 Cardiopulmonary Physiology and 901 Magnetic Resonance are attended; In addition, 15 thousand 401 sessions of Inhalotherapy, thousand 844 of Radiotherapy, 7 thousand 529 of Hemodialysis, 21 thousand 215 of Physical Medicine and thousand 48 of Nuclear Medicine, among others.
The IMSS has 1,531 Family Medicine Units (UMF), 251 General Hospitals, 25 High Specialty Medical Units (UMAE), 34 Ambulatory Care Units (UMAA), 16 Eye Care Centers, 10 Cancer Detection and Diagnosis Units of Breast, 18 thousand 774 surgeries, thousand 119 operating rooms, 56 thousand 753 beds, of which 35 thousand 802 are registered, 19 thousand 18 not registered and thousand 933 of Intensive Care.
To attend to the pandemic, 11 Covid-19 Temporary Assistance Centers (CATs) were built: three in North Mexico City, two in Chihuahua and one in Durango, Poniente State of Mexico, Morelos, Jalisco, Nuevo León and Zacatecas, that allow adding 736 beds.
As a measure to cut chains of contagion, the IMSS relaunched the Covid Permit, so that workers can deliver it to their employers to justify the absence from their jobs. From January 10 to date, through the IMSS Digital application or online, more than 79 thousand permits have been granted.
Currently, the Institute has 4,759 Social Security Respiratory Care Modules (MARSS) that provide care 24 hours a day, 7 days a week, in addition to 35 MacroMARSS in 17 states, with the aim of identifying people who present any symptoms of respiratory disease and reduce chains of contagion.
Social Security also provides care to the rural population through the IMSS-BIENESTAR program, which has an infrastructure of 80 Rural Hospitals, 3,622 Rural Medical Units, 184 Health Brigades, 140 Mobile Medical Units and 45 Rural Obstetric Care Centers, in 19 states. This program is a precursor in the provision of medical services based on the Comprehensive Health Care Model that links medical care and community action.
In a typical day IMSS-BIENESTAR grants 51 thousand 466 consultations of Family Medicine, Specialties, Emergencies and Stomatology; 3,593 prenatal consultations, 254 surgeries, 27,663 clinical tests, 248 deliveries, 6,825 gynecological examinations, 1,492 cervical views, 1,287 cytologies, 8,241 assessments of the nutritional status of children under five, 13,668 detections of diabetes and 14 thousand 531 of hypertension.
In the IMSS, social, sports, cultural and economic benefits are a fundamental axis in the institutional work. The beneficiaries have access to the Nursery service for more than 210 thousand children, more than four million pensions are paid and more than 9 million disabilities are granted; more than 560,000 work risks are qualified, more than 70,000 grants are provided for marriages, and some 24,000 funeral services are offered.
The beneficiaries have sports, recreational and cultural activities in Vacation Centers, Shops and Theaters; in addition to health promotion programs, disease and accident prevention, technical training courses and job training.
In terms of incorporation and collection, in 2021 the IMSS reached a historical affiliation of 20 million 620 thousand 148 jobs; the annual growth was more than 840 thousand jobs, the highest in the existence of the Institute. There is a record of one million 53 thousand 670 employer registrations, which is equivalent to an annual growth of 5.3 percent.
Through the Directorate of Incorporation and Collection (DIR), a collection of 382 billion pesos (mdp) was achieved, a historical maximum figure since this record was kept and which was 32 thousand mdp higher than what was obtained in 2020; 93 of every 100 pesos of the Institute’s income come from worker-employer fees.
The IMSS has strategies for more people to access social security, such as the pilot program for Domestic and Independent Workers. In December of last year, 41 thousand 373 Domestic Workers and 11 thousand 627 Independent Workers were affiliated, with an average salary of 206 and 244.7 pesos per day, respectively.
On a typical day, the DIR collects 1,500 million pesos, carries out 126 control acts, 439 employer registrations, 17,000 procedures at the Subdelegation window, 7.6 thousand certifications for unemployment withdrawal, 899 data corrections of the insured, enters 15.2 million pesos for the determination of the premium and modification of the classification of companies, issues 11,000 tax credits, provides 2,836 telephone orientations and 42,000 orientation and dissemination emails, among other actions.
The Institute also advances in the modernization of its digital services and implements strategies to achieve Digital Transformation, which implies the development of new platforms or the improvement of existing ones to carry out procedures and services, which has an impact on 56 million beneficiaries.
Since the beginning of 2020, as a consequence of the Covid-19 pandemic, a new reality has been experienced that has involved making IMSS processes more efficient through the use of Information and Communications Technologies, to facilitate remote operations that allow breaking the chains. of contagion.
In response to the health emergency, strategies were developed such as Find out about your family member, Covid-19 Permit, Maternity disability, New Normality, Refillable Prescription and home delivery of medicines, as well as the Simplified Agreement for the payment of worker-employer fees to Social Security.
The IMSS Smart Strategic Project platform was strengthened and dashboards were implemented for remote monitoring of pediatric oncology patients, SARS-CoV-2, Covid Response Teams, HIV, supply at first visit, New Normality, among others.
The main services provided in 2021 were: Proof of validity of beneficiaries (34 million procedures), records and clarifications of weeks quoted (18 million), assignment and location of the Social Security Number (17.8 million), National Health Card (five million), registration of insured, spouse, concubine, children and parents (3.9 million), Unemployment Retirement certification (3.1 million), among others. The IMSS Digital platform has made it possible for most of these services to be carried out remotely.
